Employee Placement Model for Job Promotion and Transfer Using AHP and Fuzzy Profile Matching

The State Civil Apparatus (ASN) is one of the determining indicators of success in running government in Indonesia. One of the challenges in ASN management is the problem of employee placement. ASN promotions and transfers must be carried out based on an objective comparison between competencies, qualifications, and job requirements. The Personnel and Human Resources Development Agency of Belitung Regency currently has an Employee Information System which is used as a database to support the decision-making process for ASN job promotions and transfers. This entire process is still carried out simply and manually, so determining the candidate who best suits the Job Competency Standards (SKJ) is relatively time-consuming and allows for decisions based on subjective assessments. To overcome this problem, this research proposes the use of information technology by building a decision support system for ASN job promotions and transfers using the Analytical Hierarchy Process (AHP) and Fuzzy Profile Matching (FPM) methods. The AHP method is used to determine the weight of all criteria, while the FPM method is used to assess the suitability of the candidate profile who will occupy a job position with the job requirements in the SKJ. Based on the research results, EMP3 is recommended as the best candidate to occupy Job 1 based on the requirements in the SKJ. Performance evaluation of this placement model obtained an accuracy value of 83.33%. Thus, this employee placement model can provide objective assessment results in a relatively short time and make the decision-making process more effective.
