Reasonable and practical operation and maintenance (O&M) strategies of multi-microgrids (MMGs) can ensure their reliable and stable operation. Currently, multiple indicators, such as load balancing, reliability, and health indices, are proposed to describe the impact of O&M strategies. Nevertheless, due to the simultaneous presence of components with random failure and degradation behaviors in most MMGs, individual indices no longer fully reflect the comprehensive impact of O&M strategies. This study discusses an integrated assessment index system involving two-level health indices and system operation reliability considering load balancing. In addition, an agent-based three-layer modeling framework is proposed to simulate the physical entities, supply-demand relationship, and energy-dispatching strategies. A dynamic clock simulation mechanism is developed to uniformly model the failure, degradation, and maintenance of components to support the synchronous and rapid assessment of the reliability and health status of MMGs. Finally, an MMG comprising several microgrids is used to verify the applicability and effectiveness of the proposed approach, indicating that this approach implements the optimal selection of multiple O&M strategies with reliability as the constraint and health status as the target.
