The Scenario, Organization, Task Three-dimensional Evaluation Method System Based on AHP-Fuzzy and Application Research of Refining and Chemical Enterprise Scenario Construction Emergency Drill

To improve the systematicness, scientificity and accuracy of the evaluation of the level of emergency drills for refining and chemical enterprise scenarios, the three-dimensional quantitative evaluation framework system and evaluation model of emergency drill scenarios, organization and tasks for refining and chemical enterprise scenarios were constructed. It could be used to determine the emergency drill level scores of 6 different drill scenarios and the overall performance scores of each drill role in the emergency drill. The three-dimensional quantitative evaluation model covers the calculation model of the index weight of emergency drills based on the analytic hierarchy process, which can determine the index weight of all drill scenarios, drill organizations and drill tasks involved. In addition, it also includes the fuzzy comprehensive evaluation model of emergency drill level based on refinery enterprise scenarios, which can quantify the ambiguous language of drill evaluation. On this basis, taking the emergency drill of the leakage fire scenario of the bottom pump seal of the atmospheric and vacuum distillation unit of A refining and chemical enterprise as an example, the emergency drill level score of each drill scenario, the overall performance score of each drill role in the emergency drill and the task score of each drill are determined according to the three-dimensional evaluation model and method. The research results can provide some theoretical and practical basis for guiding the scenario construction emergency drill evaluation of refining and chemical enterprises.
