Research on Applications of Virtual Power Plants for Power Grid Peak-shaving Under Inertia Constraints

Large-scale influx of renewable energy into current electric power grid increases risks regarding frequency instability and makes power grid peak-shaving knotty. The solution lies in the online system for inertia monitoring and the strategy of utilizing virtual power plants (VPP) in a flexible way. In this paper, we propose an evaluation metric for system inertia value, then design the architecture of online monitoring systems in the upper and lower level power dispatch centers, to achieve real time interactive communication for inertia value evaluation. Besides, we present strategies to utilize VPP for power grid peak-shaving under the constraint of system inertia. Last but not least, we discuss to structure the sustainable operation mechanism of VPP focused on collaboration and interaction among source-grid-load-storage, technical standard, supportive policy and market mechanism.
