Research on Electric Vehicles Charging Network Standards: Study Case in Hainan

摘要
Under the national carbon reduction goals in China, Hainan Province is vigorously promoting the construction of electric vehicle (EV) charging infrastructure. By 2030, a comprehensive prohibition on the sale of gasoline-powered vehicles will be enforced across the entire island, while EVs are expected to account for over 45% of the total market share. Standards are crucial for the sustainable development of the EV industry. This paper provides a comprehensive analysis of the current national EV charging network standards, and categorizes them into five aspects including ‘Basic and general’, ‘Planning, design and construction’, ‘Equipment and communications’, ‘Platform’, and ‘Operation’. Furthermore, this paper revisits the relevant work of international committees such as the International organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). From the perspective of the unique characteristics of Hainan’s tropical islands, this paper proposes the standard framework of the Hainan EV charging network, which hopefully can serve as a guiding blueprint for both the immediate and forthcoming standard planning initiatives.
