Preliminary Gap Analysis of Existing IEEE 1547 and IEEE 2800 Standards towards Grid-Forming Technology

Grid-forming inverter control has been proposed as a key enabler of future inverter-dominated power system, due to its capability to provide grid services without relying on synchronous machines. However, before the wide deployment of grid-forming inverters in power transmission and distribution systems, the respective generation interconnection rules should be examined such that they do not impose inadvertent requirements that may prevent the interconnection of grid-forming inverter based power plants. In this paper, preliminary gap analysis is conducted to examine some of the clauses in both IEEE Std 1547 (TM)-2018 and IEEE Std 2800 (TM)-2022. The steady-state and dynamic behavior of a generic grid-forming inverter based power plant model is checked against the requirements in the standards. The gaps identified may provide inputs to future revision of the standards to better accommodate grid- forming technology.
