通过梳理全国各省(区、市)出台的城乡居民高血压、糖尿病门诊用药保障政策,了解各地开展城乡居民"两病"门诊保障的模式和特点.目的在于掌握不同地区"两病"保障的辐射对象、认定标准、待遇水平以及提供服务的机构类型;理解"两病"专项保障在"两病"保障体系中发挥的作用;为扩大"两病"保障范围、提升保障效果提供未来政策优化的依据.
