•Propose a novel psychological factor, namely, willingness to walk (WTW), to describe the pedestrian’s decision regarding where to wait as well as which carriage to board.•Develop a comprehensive conceptual framework and a quantitative measurement of WTW using observation data.•Propose a novel method for evaluating in-vehicle crowd congestion incorporating WTW and APC data.
