Survey on the Perception of Workers in Fire-fighting Field on the Serious Accident Punishment Act

The implementation of the "Serious Accident Punishment Act" in Korea aims to address corporate culture and safety management system deficiencies linked to serious accidents. However, concerns persist regarding the law's redundancy, ambiguity, and insufficiency, prompting calls for revision. Despite extensive studies on enhancing the law's effectiveness, the specific context of the firefighting field, which is directly related to serious accidents, has been overlooked. Therefore, to bridge this gap, this study conducted a perception survey among 60 firefighting facility construction workers and 40 fire safety managers regarding the Act. Utilizing analysis of variance, the study examined the differences in perception based on respondents' positions and qualifications. Results revealed significant variations in how the Act was perceived. Notably, respondents from all backgrounds highlighted common improvement measures such as the inclusion of workers' safety obligations and punishment regulations, the specification of duties for management managers, and the establishment of clear exemption regulations for fire safety managers. These findings contribute to a comprehensive understanding of the Act's implications in the firefighting field and provide valuable insights for future revisions and policy enhancements.
