Means for Cognitive Analysis and Determination of Risks in Increased Danger Conditions

The relevance of environmental safety issues and forecasting of technogenic risks is shown based on legislative documents and materials analysis. In particular, it includes the consequences of dangerous situations at nuclear power plants that arose during martial law. A cognitive approach to the study of monitoring data is proposed. It aims to structure information resources and build cognitive models of knowledge presentation and risk analysis in environmental safety. Algorithmic means of presenting knowledge and accumulating experience were determined. They are suitable for software implementation in a system of information support for decision-making regarding security management. Knowledge presentation models were developed to systematize and integrate the acquired experience. These models combine results of monitoring data analysis and probabilistic assessments of the state of safety of technogenic enterprises and adjacent territories (taking into account expert knowledge). A structure and algorithm for constructing a semantic risk space are proposed. It includes external factors and indicators of the security of energy enterprises (state of appropriate equipment, protective systems, human factor influence, etc.). The structure of the expert knowledge model was developed for informational support of decision-making in the field of nuclear and radiation safety (NRS) within the framework of the proposed approach.
