Aproximación a un diagnóstico y sugerencias de mejora del empleo público en España

Hortik aurrera, gaur egungo lege-esparrua identifikatzen du eta, haren barruan betiere, enplegu publikoaren erreformaren muinera doa, hau da, langileak kudeatzeko politiketara (giza baliabideak) eta neurririk garrantzitsuenetara. EnglishEl presente trabajo intenta dar bases para una propuesta integral de reforma del empleo publico dentro del marco del EBEP. Para ello se parte del analisis de las demandas de accion publica que seran probables en el futuro. Este escenario de necesidades se contrasta con la realidad actual. Se realiza para ello un diagnostico de los grandes trazos del empleo publico actual. A partir de ahi se identifica el marco legal actual y dentro de el se dibujan las politicas de gestion de personas (Recursos Humanos) y las medidas mas relevantes que constituyen el nucleo de la reforma del empleo publico. EnglishThis work tries to provide a foundation for an integral proposal of reform of public employment inside the frame of the Public Employee Basic Statute (EBEP in Spanish). This is based on the analysis of public action demands that will be likely in the future. This scenario of requirements is contrasted with the current reality. To that end, a diagnosis of the main features of current public employment is made. From there on, the current legal framework is identified and within it the policies of people management (Human Resources) and the most relevant measures that constitute the core of the public employment reform are drawn.
