Abstract
With the growth of global trade activities, the effective regulation of marine illegal acts has become a difficult problem to be solved urgently, and the radio frequency use behavior of ships provides conditions for monitoring their positioning. This paper summarizes the development status of spectrum monitoring satellites at home and abroad, and analyzes the basic principles of spectrum detection satellites. Taking HawkEye 360, the world's leading spectrum detection satellite, as the research object, in the possibility of passive positioning using only frequency measurements. The performance of rough localization is analyzed based on the Doppler residual surface intersection method, which can provide a reference for the initial value selection of the iterative algorithm.
