•The formation of Fe3+-O-Mn3+ over FeMnOx affected catalytic activity, stability and reaction rate.•Oxygen vacancies are altered by Fe and Mn interactions.•Oxygen adsorbed on the surface of FeMnOx was the active species.•The possible reaction mechanism of toluene was proposed by DRIFT analysis.
