•Non-sintered waterproof solid waste wrap-shell lightweight aggregates (W-SWSLAs) are prepared.•Silicone waterproof agent (SWA) forms a hydrophobic layer in the shell phase of W-SWSLAs.•When the dosage of SWA is 0.08%, W-SWSLAs exhibit relatively excellent performances.•The production of aggregates with solid waste complies with environmental regulations.•The potential application of W-SWSLAs in water permeable bricks was explored.
