Capacity Configuration Method of Independent Energy Storage Frequency Regulation Based on Ensemble Empirical Mode Decomposition

The demand for flexibility regulation resources in the new power system is becoming increasingly urgent, with frequency regulation being particularly prominent. Energy storage has excellent frequency regulation performance and can be globally optimized and called upon by the control center as an independent entity. Therefore, it is necessary to study the method of independent energy storage frequency regulation capacity configuration. Firstly, this paper outlines the automatic generation control (AGC) frequency regulation model of the regional power grid, establishes an energy storage cost model based on the full life cycle of energy storage, and establishes an energy storage revenue model based on the rules of the frequency regulation auxiliary service market. Secondly, the area control error (ACE) is decomposed by the ensemble empirical mode decomposition and reconstructed based on the maximum adjustment rate of the winning unit in frequency regulation. Conventional units respond to low-frequency parts while energy storage systems respond to high-frequency parts. Then, based on maximizing net income as the goal and under constraints such as high-frequency signal deviation response requirements, power constraints, and energy constraints, a capacity configuration plan for energy storage participating in frequency regulation is established with set technical indicators for comparison purposes. Finally, combined with actual data and parameters from a certain location for calculation and analysis, results demonstrate the effectiveness of this paper's model and method.
