In this paper, an frequency selective rasorber (FSR) is designed, which is composed of a lossy impedance layer and a loss-less frequency selective surface layer. The two layers are separated by an air layer. Through theoretical analysis of the equivalent circuit, it has both a wide transmission band and an absorbing band. The simulation results show that the -1dB transmission band is 10.5GHz to 12.6GHz, the relative band-width is 18.2%, and the absorbing band(S-11, S-21 <-10dB) is 3.7GHz to 7.1GHz, the relative bandwidth is 63%. And it has polarization insensitivity and certain angle stability. The designed FSR can be used in radar application.
