•Forming loose scale in anti-scale water and its promotion on descaling were studied.•High driving force at high current or low flow velocity induces loose deposits.•Loose scale acts as seeds promotes crystallization and enhances current efficiency.•Pre-deposition of fragile scale layer facilitates the cleaning of cathode.
