Policy sequencing for early-stage transition dynamics – A process model and comparative case study in the water sector

•We link policy mixes in transition studies with the policy sequencing literature.•We develop a novel process model for analyzing policy sequences during early-stage transitions.•We find that the different mixes of policies and policy instruments can overcome institutional barriers.•The order of certain policy sequences and the presence of policy entrepreneurs impacts transition trajectories.•A safe space for experimentation and the use of participatory measures to engage and interact with local and regional actors are critical.
