Abstract
The article sought to identify advances related to efficiency, emphasized by the New Public Management (NPM) reformism, in intermunicipal public consortia in Brasil. In this sense, the managerial and operational advantages arising from economies of scale and various benefits instituted by the legislation that regulated the aforementioned cooperation instruments were examined. Thus, starting from the literature review of the NPM and its impacts on the public sector around the world, we proceeded to the historical analysis of the search for efficiency in Public Administration in the country, which can already be perceived in the 1960s. focus on the impact of efficiency on public administration administrative contracts. With a view to validating the identification of aspects that indicate the emphasis on efficiency in public consortia, surveys were carried out that point to the clear advantage of consortiation, whether in bidding processes, or in expenditure of financial resources with investments or current expenses or even in benefits of feature prioritization or unique legal rules. Based on the above, several points were identified that reinforce the influence of NPM in the set of advantages from which national public consortia benefit.
