航空应急救援作为国家应急体系的重要组成部分,符合"全灾种,大应急"的救援理念.本文基于SWOT-PEST矩阵模型,系统地分析了自贡航空产业园发展川南地区航空应急救援基地所具备的优劣势、机会和威胁等因素,提出多种发展战略,并使用AHP方法判断发展战略优先级.
