经过20多年的探索,我国的政府采购已经形成了较为完整的制度框架,对规范政府采购行为、提高资金使用效益、维护国家利益和社会公共利益、促进廉政建设等发挥了重要作用.但当前政府采购领域仍然存在低价中标、价格确定不合理、"物有所值"理念落实不到位等突出问题,无法实现采购目标,确定合适的采购预算价格是解决相关问题的关键.
