•2D/2D g-C3N4/CeO2 with oxygen vacancy mediated activity was fabricated.•Ce3+/Ce4+ ratio in CeO2 was modulated through hydrogen gas treatment.•Oxygen vacancy in CeO2 effectively promoted CH4 yields of CO2 reduction.•S-scheme photocatalytic mechanism of g-C3N4/CeO2 heterojunction was proposed.
