•OH– and H3O+ ions/groups are introduced in N-doped graphene quantum dots (GQDs).•Ions/groups have different effects on pyridine (pN) and pyrrolic (prN)-doped GQDs.•Oxygen reduction reaction (ORR) catalytic activities of N-doped GQDs are studied.•OH and H3O can effectively improve ORR catalytic activities.•pN-GQDs demonstrate higher ORR catalytic activities than prN-GQDs.
