•Pavement texture affects rolling resistance, friction, noise, and hydroplaning.•The concept of Filling volume, FV, as the fine part of the mixture, is defined.•A texture model based on hexagonal packing and FV is set up and validated.•FV and aggregate size, NMAS, govern macrotexture variance.•Specification limits are not good descriptors of the expected macrotexture.
