新发展格局下高素质内河船员队伍建设对策及展望

Abstract
在"以国内大循环为主体、国内国际双循环相互促进"的新发展格局背景下,我国内河船员在数量和质量上明显不能满足内河航运发展需求.强化内河船员人才培养是推动内河航运发展,助力航运强国、交通强国建设的重要支撑.通过分析内河船员队伍现状及存在的问题,结合《关于加强高素质船员队伍建设的指导意见》,从培训机构、海事部门、船舶公司、船员个人四个层面出发,提出高素质内河船员队伍建设的有效对策,以加快构建现代化水运发展新格局.
