In this paper, a safe operating system and its operating method are designed on the basis of the hardware of the smart electric energy meter, so the smart electric energy meter can meet the decoupling and separation goals of hardware of platform and software of apps, which provides convenience for the maintenance and upgrade of hardware and software in the future. At the same time, the application scope of business subroutine is improved to meet the demand of new business expansion in ubiquitous power Internet of Things.
