Generation-based Reliability Indexes for Variable Energy Resource Generators

A revision of IEEE Standard 762, IEEE Standard Definitions for Use in Reporting Electric Generating Unit Reliability, Availability, and Productivity is under development to extend the standard to variable energy resource (VER) generating facilities. It has been proposed that the revision include generation-based reliability indexes for VER units corresponding to the traditional time-based indexes in the current and previous version of the standard. This paper describes generation-based indexes and the motivations for using them, outlines issues in their definition, and discusses implications for system reliability assessment.
