•LaFeO3 can converts toluene to high-purity syngas in a fixed bed reactor.•LaFeO3 prepared by TS performs the best among the five wet chemistry methods.•A new in-situ CLPO process for tar-containing syngas purification is proposed.•Tunable H2/CO ratio for syngas is achieved by adjusting toluene catalytic cracking.•A reverse flow design is proposed to achieve ∼100 % toluene conversion ratio.
