This chapter discusses supranationalisms and support for security cooperation in Europe. It highlights the significant roles mass publics and elites played concerning the theories about nationalist aggression and regional cooperation. European elites often promote policies that either enhance interdependence, national independence, or match public preferences. However, elites and the mass public reach different conclusions for decisions due to education and psychology. The chapter explains the impacts of unity and equality did not depend on the content-free identification of the public. Content primarily expounds on whether supranational commitments facilitate cooperation. However, equality and reciprocity drive support for European cooperation instead of unity. Ultimately, unity was perceived to be interconnected with Euro-skepticism.
