Abstract
中国养老服务政策中,政策工具使用不平衡,环境型政策占比过高,供给型政策使用欠缺,需求型政策占比较低.同时,环境型政策中法规、税收与金融相关政策缺失,供给型政策中资金投入与人才培养占比较低,需求型政策中采购、外包政策较少.政策的选择影响着政策主体的功能发挥,多种政策支持家庭养老服务,有利于通过政策支持明确政策主体的功能,提高政策使用效率,实现政策协同作用,也有利于养老服务政策结构的动态均衡.
