•Propose model to consider probabilistic preliminary preference (PP) in unlabeled choice context.•Both mixture and latent class structure considered.•Simulation analysis confirms parameters can be estimated using MLE.•Proposed model applied to parking choice dataset and has better fit to data than existing models.•Analysis reveals loss aversion and inertia (or variety seeking) are present in parking choice data.
