Comprehensive Assessment of the Effectiveness of Navigation Satellite Systems

A general approach to a comprehensive evaluation of the effectiveness of navigation satellite systems is presented with the evaluation areas justifiably limited to three: the functional efficiency, the effectiveness of the regulatory system (RS), and the cost efficiency. The performance-based approach is used to assess functional efficiency, the RS is assessed using the developed harmonized terminology and the logical-information system model, and the cost efficiency is assessed using adapted econometric models and the economic description system for navigation systems (NSs). The application of the developed methods for solving real practical problems is illustrated.
