Abstract
The optimal location of housing for low-income group is one of the major challenges in its construction that neglecting it causes social, economic, and physical problems. Affordability is one of the criteria for low-income housing location. The purpose of this study is to develop these criteria and to locate social housing in Babolsar city. This research is a descriptive-analytical research in terms of method, and the data collection measure is documentary and survey studies. At first, the affordable housing location criteria were obtained using an exploratory survey of literature which was divided into four sections including socio-economic, physical, green space, and inclusiveness criteria. The questionnaire was distributed to 10 experts, and the AHP method was used to weight the criteria and sub-criteria. The final layers of each criterion and sub-criterion layers were analyzed via GIS software. Finally, four affordable urban distressed areas of Babolsar were defined for social housing establishment. These four areas were ranked by the TOPSIS model. In order to succeed in the siting of social housing projects, it is necessary for urban planners and local government to consider “affordable criteria” in policy-making. The use of affordability measures in locating will improve the quality of life of the lower class group and reduce the poverty concentration.
