河南省大别山革命老区引淮供水灌溉工程是2019年全国重点推进的12个重大水利工程之一,也是河南省实施"四水同治"首批推进的10大水利工程之一.据分析,到2030年,该工程受水区多年平均缺水16314万m3,缺水率66.0％,95％保证率的缺水量为25862万m3,缺水率为76.2％,亟需开辟新水源,增加供水能力.
