Abstract
党和国家一直高度重视高中阶段教育.党的十八大以来,我国高中阶段教育取得了历史性发展.但由于经济发展水平、城镇化进程、公共教育政策等多方因素的影响,近年来不少地方县域普通高中优秀教师和学生不断流失,导致县中教育质量不断下滑,形成了以优质教育资源流失和教育质量下降的恶性循环为突出表现的"县中发展困境".
