•A void confinement strategy was developed for synthesizing IrNi alloy NPs on NHCSs.•Ir2Ni8/NHCSs exhibited impressive electrocatalytic performances for HOR/HER.•An exchange current density of 246 A g Ir -1 could obtain in 0.1 M KOH for HOR.•An overpotential of 54 mV at 10 mA cm−2 in 1.0 M KOH was achieved toward HER.
