It was indicated that generation right trade is an effective measure in energy saving and shutting down small thermal plant.Market trading patterns and market generator category was introduced.Congestion dispatch in generation right trade was put forward to fulfill the demand of units to transfer complete generation right.The objective function and constraints were indicated.The characteristics of this model were explained by analysis of examples of IEEE unit area RTS96.Consequently,the effectiveness and rationality of this model were verified.
