Current situation of management of birth certificate in Beijing

Objective:To understand the current situation of management of birth certificate in Beijing,explore the optimal management mode.Methods:A cross-sectional survey method was used in June 2010 to investigate the doctors or officers who were in charge of birth certificate management or issuing from 18 maternity and child care institutions at district level or county level and 108 midwifery institutions by a questionnaire.Results:All the midwifery institutions in Beijing were in charge of birth certificate issuing for the first time and replacement issuing,the health administration departments at district level or county level or other entrusted institutions were in charge of birth certificate supplement,87.5% of the health administration departments at district level or county level entrusted management of birth certificate to other institutions after issuing a power of attorney.From January to May in 2010,the average voidance rate of birth certificate in midwifery institutions investigated was 2.9%.Conclusion:The management of birth certificate in Beijing is qualified on the whole,but partial management links have problems in the survey,the mass consciousness should be further enhanced,electronic computer and printer system should be improved,the training should be strengthened,and the coordination and cooperation between departments should be improved.
