Abstract
Land resources usage and management is really a key point of urban development and renewal. In this paper we analysis current land management mode in China, which focuses on the first-time development of land resources, and has the problem of government dominant, market segmentation between urban and rural area, uneven distribution of economic benefits. Through a comparative study of “three old” reform policy by showing the model graph, we found that it focuses on the status quo of ownership of land resources, and respecting the rural collective will of development. It can also balance the distribution of return of all parties, which can make the secondary allocation of urban and rural resources more economical and effective. Finally we put forward some suggestions which may help improve the implementation of the “three old” reform policy, and help promote urban renewal and balancing urban and rural development.
