This type of research is empirical. To determine what factors are causing the crime of persecution dilkukan by unscrupulous Indonesian Army and how efforts to overcome. Results from this study is that, factor in the occurrence of persecution by the Armed Forces is the arrogance that is still high by committing a crime of persecution, the response to the crime of persecution by the Armed Forces is to undertake preventive measures or preventive measures before the occurrence of a crime and to make efforts repressive or after the occurrence of criminal acts by criminal prosecution.
