The change of underlying surface caused by land use seriously affects the process of flood disaster. Taking Zhengzhou City as an example, using three remote sensing images of 1988, 2001 and 2014, SCS flood model is used to reveal the influence of underlying surface factors on surface runoff, such as land use pattern, soil type and soil wetness degree in the early stage, to identify Runoff-Producing capacity of different land use types, and to identify the dynamic change of urban Runoff-Producing effect pattern, so as to lay a foundation for building an ecologically civilized city. The results show that with the urbanization process, the dynamic change of land use tends to increase the surface runoff, and the greater the rainfall intensity, the smaller the impact of land use change on surface runoff. The structure of land types in high rainfall-runoff value areas has a trend of simplification. It is concentrated in the northern area of Mount Mang, and gradually develops eastward to the administrative center of Zhengzhou, and scattered in the southern county centers, and gradually expands. The low Runoff-Producing areas are mainly distributed in the forests and grasslands in the South and the high mountains in the southeast of Zhengzhou, which are affected by vegetation coverage and topography.
