•MoOx@UiO-66@MoOx@UiO-bpy showed well stability and selectivity in cascade-selective catalysis.•Micro-mesopores and increased surface area facilitated molecules diffusion.•Bilayer structure offered platform to capture-convert intermediates to target product.•Cyclopentene oxide hydrolysis activation energy was further reduced.•Mechanism of cyclopentene oxidation over MoOx@UiO-66@MoOx@UiO-bpy was proposed.
