•Landowners’ satisfaction in this method was 35% more than the conventional method.•The land value in this method was 43% more balanced than the conventional method.•Distribution of 90% of the parcels according to the priorities of their owners.•Aggregation of 86% of the scattered parcels into the blocks using this method.•ABM provides more flexibility and leads to fairness in land redistribution.
