•A large amount of β-carotene were encapsulated by polysaccharide-based HIPEs.•The OSA-starch/chitosan complexes could form 3D network in the aqueous phase.•The texture of β-carotene-enriched HIPEs could be modulated by altering pH values.•The stability of β-carotene was improved by encapsulating within the HIPEs.
