•Ni-Cu substrate was prepared by powder metallurgy methods.•Ni-Cu substrate was modified by CeO2 nanoparticles without binders.•Nano-sized ceria particles greatly enlarge the total surface area.•CeO2/Ni-Cu catalyst presents an overpotential of 72 mV at a current density of 10 mA·cm−2.
