Promote The Balanced Development Of Intra-Regional Compulsory Education

Promoting the balanced development of compulsory education is a major decision made and main task listed out in the Outline of China's National Plan for Medium and Long-term Education Reform and Development. In 2011, the Ministry of Education signed the "Memorandum of the Balanced Development of Compulsory Education" with each province, city, and district respectively, defining the goals, contents, means, and responsibilities of this task. Since then, different development modes and reform measures have been formed in each region. In order to push forward in depth the balanced development of compulsory education, we need to establish a system of public participation to reform, form new ways of educational governance and break the existing interest pattern.
