Empirical Study On Industrialization Of Public Services In China

In mid 1980s, the social reform in China started with industrialization of some public services. There are heated discussions concerning to what extent public sectors should be and have been privatized and how to achieve the coordinated development between public sectors and private sectors. This paper is trying to develop an evaluation system made up of 9 indicators. By adopting the multi-criteria methodology, the author computed the development index of industrialization of public services in China during 1990 and 2006 and made reasonable explanations to the changes to the development index. This study presents a picture of the track of development of industrialization of public services in China. The results can provide implications for the government to make appropriate policies to achieve coordination between the public sector and private sector.
