An Experimental Study and Evaluation between Fired Domestic Coal Subcritical and Mixed Import Coal Super-critical Power Units in Viet Nam: The Economic-Technical Terms

Abstract
In recent years the coal-fired power plants in Viet Nam have applied many solutions to limit environmental pollutions as electrostatic precipitators operated under oil and/or co-fuel firing condition, and especially the first supercritical unit has been operating commercially for decades under sub-critical technology. To speed up applied ultra super-critical technology which may increase the efficiency and decrease carbon dioxide emission, an experimental study and evaluation between fired domestic coal sub-critical and mixed import coal super-critical units was carried out. The study and evaluation focus on plant net heat rate, plant net efficiency, net standard coal consumption rate, and carbon dioxide emission rate - which are calculated based on mass and energy balance method at 100% and 75% rate output. In addition, the proposed amount of liquidated damages for performance guarantees is also determined. From the results of this study, the authors suggest that the performance guarantees and tests of new units should be carried out at all stable loads including minimum load with coal firing.
