Abstract
The rapid development of private enterprises played very important roles in promoting economy growth, prospering local economy and employment, and now it also took buffer action on coping with economic crisis. In recent years, the private enterprise had developed very fast in Heilongjiang province, and enterprise numbers and its employment numbers now were in the middle and upper level in national and regional wide. But the proportion of industry added value of private enterprises in the GDP of Heilongjiang province as a whole and proportion of private enterprise industry added value in total industry added value of Heilingjiang province is lower than national and regional lever. The development quality of private enterprises was also low, shown as follows: the fixed assets scales were small, the enterprises in traditional industry were more, and their competence power was weak. The main reason of it was that these existed concepts and ideas misunderstanding on management problems beside for macro system. So, the aim of this paper focused on two aspects. The first aspect is to analyze the problems of private enterprises in Heilongjiang province, and the second, based on its outcomes of the first stage, is to put forward strategic configuration strengthening private enterprises management in Heilongjiang province. The main problems of private enterprises in Heilongjiang province were as follows: First, administers lacked management ideas and played more attention on management than administration; Second, administers' professional knowledge was not enough; Third, the enterprises lacked regulation ideas and leaded to the discord between administration objections and orientation, and final the managers lacked tax planning ideas and so on. The solution configuration to reinforcement private enterprises management was as follows: First, strengthening management knowledge and technique training to the managers; Second, reforming police lead methods and promoting enterprises to strengthen their administration; Third, implementing system management all sidedly; Forth, attracting high-quality personnel and final, introducing tax-planning philosophy to the enterprises.
