Origin Of The Scientific And Technological Policy In Colombia Administrative Department Of Science, Technology And Innovation And Its Role In The Transfer Of The International Model Of "Scientific Policy"

The origin of Colciencias must be understood in confrontation with thoughts and models proposed by different international organizations. Between 1968, year in which this institution was created, and 1991, year in which the first national law of science and technology was enacted in Colombia, it is possible to identify in a clear manner the incidence of these organizations and the response that the Colombian policymakers gave to its science policy models.Using the "policy transfer" theoretical approach, this article shows how was the interaction between the thought of international organizations like oecd, Unesco, oea and the Andean Pact, and the thought of local policy-makers who were responsible for modernizing the Colombian state in order to create its own science policy model.The debate of international policy models contributed to legitimize the role of Colciencias like a governmental institution and helped to determine different normative aspects in relation with the local scientific community. However, the international science policy model had a high load of values and abstract goals, aspect which even now affects the government capacity of Colciencias in the local context.
